WhatsApp AI Crackdown Reversed: EU Orders Meta to Readmit Rival Assistants

The WhatsApp AI fight between Meta and Brussels just reached a turning point: the European Commission has issued interim measures ordering Meta to restore free access to the WhatsApp Business API for rival general-purpose AI assistants — and given the company just five working days to comply.

The order, announced in an official Commission decision, is only the second interim measures ruling under EU Regulation 1/2003 since Broadcom in 2019. Failure to comply could expose Meta to fines of up to 10% of its global turnover. Meta called the move “regulatory overreach” and confirmed it will appeal.

How the WhatsApp AI Lockout Happened

The dispute dates to October 15, 2025, when Meta quietly changed its WhatsApp Business API policy to exclude third-party providers of general AI assistants. Overnight, services from OpenAI, Anthropic and a wave of European startups lost their channel into the world’s most popular messaging app — while Meta AI, the company’s own assistant, stayed put.

In March 2026, Meta partially backtracked, reopening access but attaching a payment scheme. The Commission concluded the pricing was so prohibitive it had “an effect equivalent to a market closure.” Complaints from The Interaction Company, French startup Agentik and a Spanish rival pushed the case onto the fast track.

No paywall workaround: conditions with an exclusionary effect equivalent to the original ban are off the table.

Why Brussels Moved So Fast

Interim measures are antitrust’s emergency brake — used when waiting for a full investigation would cause “serious and irreparable” harm to competition. The Commission’s logic: assistants distributed inside WhatsApp gain users and conversational data at a pace rivals locked outside can never recover. By the time a normal case concluded, the market would already be Meta’s.

That reasoning makes this a landmark moment for the AI era. Regulators are signaling that distribution chokepoints — app stores yesterday, messaging platforms today — will be policed before, not after, an AI market tips.

What It Means for Meta and Rivals

For Meta, the order lands amid a bruising stretch in Europe and follows a year of mounting scrutiny over how it bundles Meta AI across its apps. For OpenAI, Anthropic and smaller European assistant builders, WhatsApp access restores a direct line to over two billion users — at least while the appeal plays out.

The bigger question is precedent. If the decision survives appeal, every platform owner running its own assistant — Google with Gemini in Android, Apple with Siri in iMessage — now knows the EU is willing to act in days, not years. The WhatsApp AI case may end up defining how open the agent ecosystem stays.
