Apple Intelligence China Approval Lands With Alibaba’s Qwen Powering the Rollout
The Apple Intelligence China rollout is finally cleared for takeoff. On Wednesday, the Cyberspace Administration of China added Apple’s AI service to its list of approved generative AI providers, ending a wait that has stretched close to two years and unblocking the single biggest hole in Apple’s AI strategy.
The approval comes with a partner attached. Alibaba confirmed that its Qwen model will power the service across iOS, iPadOS, macOS and visionOS for users in the country. Alibaba’s U.S.-listed shares jumped roughly 4% on the news.
Why the Apple Intelligence China approval took two years
Apple announced Apple Intelligence at WWDC in June 2024 and shipped it across most of the world within months. China was the conspicuous exception. Anyone offering large language models or generative AI to the Chinese public needs the Cyberspace Administration’s sign-off, and that filing has to name a domestic model provider — a foreign frontier model running from overseas servers was never going to clear the bar.
That left Apple in an awkward spot: selling premium phones into its second-largest market with the marquee feature switched off, while Huawei, Xiaomi and Oppo shipped handsets with domestic AI assistants baked in. Apple’s China revenue has wobbled through the entire stretch, and the missing AI stack was a recurring explanation on earnings calls.
Alibaba’s Qwen does the heavy lifting
Under the arrangement, Qwen handles the requests Apple’s on-device models can’t. Users get Qwen’s capabilities — including text and image processing and generation — from inside Apple’s own interface, rather than opening a separate app. Functionally, it slots into the same position ChatGPT occupies elsewhere: the fallback brain for harder queries, surfaced through Siri and system-wide writing tools.
It’s a notable role reversal. Alibaba spent years as the cloud vendor nobody outside Asia paid much attention to. Qwen has since become one of the most-downloaded open model families on the planet, and it now sits inside the software running on hundreds of millions of iPhones in China.
Baidu is in the mix too
Reports out of Wednesday’s filing indicate Apple Intelligence will also draw on capabilities from Baidu, alongside Alibaba. That matches longstanding reporting that Apple ran parallel negotiations with multiple Chinese labs rather than betting everything on one. A dual-vendor setup gives Apple leverage on pricing and a hedge if either partner hits regulatory trouble of its own.
What the approval actually unlocks
Three things worth watching:
- Hardware demand. Apple has been selling AI-capable silicon into a market where the AI didn’t work. Turning it on gives the upgrade cycle a reason to exist.
- Alibaba’s re-rating. A 4% pop is the market pricing in distribution most model providers can only dream about.
- The template. Every other Western AI company eyeing China now has a worked example: partner with a licensed domestic lab, file jointly, ship.
The catch: nobody said when
The regulator’s statement did not specify a launch date. Approval is permission, not a shipping schedule — Apple still has to localize, test and stage the rollout, and Chinese regulators have historically kept a short leash on what approved services are allowed to say. Content filtering obligations don’t disappear because a filing cleared.
There’s also a strategic wrinkle. Apple has spent the last year telling the world that privacy and on-device processing are what separate its AI from everyone else’s. In China, the harder queries now route to a partner’s model on a partner’s infrastructure. That’s the price of the market, and Apple clearly decided it was worth paying.
Still, after two years of watching rivals ship AI features it couldn’t match, Apple will take it. The Apple Intelligence China approval turns a strategic liability into a shipping problem — a much better class of problem to have.
